It will fuel MAGA to call out tourists and anyone speaking in a foreign language. I can't even imagine what I would have done in the many foreign countries I have been in, attempting to speak the language, and have someone yelling at me to "speak our language."

Portugal had a total failure recently with this same concept. The wealthy outsiders came in and bought up all the homes, making it impossible for the residents to find or afford a place to live. I also have to wonder how easy it will be for foreigners backed by terrorist groups to become citizens?
