Foreign official Gifts Even though heads of state have traditionally exchanged gifts as expressions of goodwill, the Constitution (Article I, Section 9) prohibits anyone in the US Government from receiving a personal gift from foreign head of state without the consent of Congress. Today, the handling of gifts from a foreign official to any Federal Government employee, including the President, is largely governed by the Foreign Gifts and Decorations Act of 1966 and further legislation passed in 1977. Congress has allowed Federal employees to retain any gift from a foreign government, as long as the total US retail value of the gifts presented at one occasion does not exceed an amount established by the General Services Administration (GSA).[] Foreign official gifts over this "minimal value" are considered gifts to the people of the United States, which the recipient must purchase from GSA, at fair market value, in order to retain. The White House Gift Unit sees to the disposition of foreign official gifts that the President and First Lady do not retain.

A tunnel next to Central Station is now the most polluted street in Newcastle. Orchard Street, where the station's taxi rank is located, has average emissions levels of more than twice the legal limit, according to newly-released council figures.

A motorist who drove home from court immediately after being banned from getting behind the wheel has been sentenced again. Matthew Testa, 51, was disqualified for six months during a hearing at Harrogate Magistrates' Court on 18 December, but despite being warned the ban was effective immediately, he got in his Porsche and started driving home. Just over half an hour later, officers stopped Testa, from Whalley, in Lancashire, on the A59 near Skipton and he was charged with driving while disqualified and driving without insurance or MOT. At Sheffield Magistrates' Court on Friday, he pleaded guilty to the charges and was sentenced to 10 weeks in prison, suspended for 12 months. He was also fined £1,254 and disqualified from driving for 58 weeks. After the sentencing, North Yorkshire Police prosecutor Catherine Coady said: "Testa knew he had been disqualified from driving, but within minutes he was back behind the wheel. "He showed a total disregard for the court, and as a direct result of his actions he now faces a far longer driving ban."

A man who crashed his car while drink driving with his children in the back has been banned and given a suspended prison sentence. Shahzad Nawaz, 47, Crashed his BMW in Park Road, Peterborough, at about 7pm on 16 March. Witnesses said Nawaz had been driving too fast, before crashing into trees, road signs and finally a wall. Officers attended and a woman was taken to hospital with a serious, but not life-threatening, injury while the three children were taken to hospital with minor injuries. Nawaz, of Broadway, Peterborough, blew more than double the legal limit for alcohol at the roadside and was arrested. He pleaded guilty to dangerous driving and drink driving and was sentenced on Thursday (4 December) at Cambridge Crown Court to 12 months imprisonment, suspended for two years. He was handed a 12-month driving ban, with an extended retest, ordered to complete 100 hours unpaid work and pay £1187 in costs.

Danger driver Bryan Storey is beginning a jail term after causing a crash on a major road which left two people seriously injured. Storey's Vauxhall Corsa Vauxhall Corsa was travelling on the Al near South sOuthhound pember 14 when it entered the It then colided with a grey Jeep and a silver Audi travelling in the opposite direction. The driver and passenger of the Jeep both sustained serious injuries. We immediately launched an investigation and after arresting Storey, he was swiftly charged with two counts of causing serious injury by dangerous driving, driving while disqualified, failing to providea specimen and having no insurance. He pleaded guilty to all of the charges and in a hearing at Newcastle Crown Court earlier this week Storey, of Beech Court in North Shields, was sentenced to 27 months in prison. Storey, who has previous convictions for offences including dangerous driving, driving while disqualified and robbery, will also be banned from driving for two years after his release
