Yes deer numbers were reduced to match the carrying capacity of the land. Sadly in Scotland we have killed all our wolf, lynx and bear.

These are our native Scots pines regenerating from a near granny pine now grazing pressure has been reduced.

I am sure that lack of see source or/and grazing pressure play a big part. Often they need a little push from humans to get things going.
