Aye. The mobility component of PIP is worth about £12,000 over a 3 year contract.
Point 5 isn't strictly true though, some adaptations are free. eg Push/Pull hand controls for the throttle & brake, although some are silly expensive like a strap to pull the boot closed (always used to make my own)
