Appoint more judges. When it was set to 9, there were 9 districts. There are 13 now, so clearly there should be 13 judges.

Two only requires the fortitude to appoint one judge for each district, like the 9 that existed when the existing law was originally passed. Clearly a presidential executive order interpreting that law as such is all that would be needed to do so.

So, to sabotage it, take more passenger efficient transport, like buses and trains. Drive an electric vehicle and insist on powering it with wind or solar power.

Walmart has screens that light up when you walk past them, and can initiate a flight/fight response. So many bright colours, bad acoustics, and other kids tripping into overstimulation mode also feed into it.
