Been playing recently and yeah, most of the nexus are just yassified cosmetic changes for every character. The only good mods are the QOL and balance change mods.

They also never updated Colors Ultimate even once. Also that new version Yakuza 0 added scenes nobody wanted and arguably make the story worse. So I guess they can be bad at both launches and “definitive” re-releases.
