I believe Homelands wasn't designed in-house, either, as there's the story that Peter Adkison promised to let friends design a set. The first one to release is probably Alliances, but I have no idea on which subsequent set was designed before it.

What I hate is that they're doing the same "characters you know in a cowboy hat" thing again. It's so disappointing to have Winter and Chandra suddenly being adept drivers. Suspension of disbelief gets pretty hard for me.
