Because its the largest and the most productive country. But if you compare per capita it is well below the Western Countries which are less productive. Don't forget China produces more than 50% of the world's renewable energy.

No, it doesn't. China is the most productive country in the world. Their emissions will be higher than everyone else. Western Countries have been emitting carbon for the last 250 years. China just got started and they are doing the transition better than any other country on the planet.
