Oh no, he's authentically evil on his own and has been for decades, but there is a feedback loop involved (after a point, the only people who can stand being around that much corruption for extended periods are also corrupt).

It really reads as prophecy, with the wretched little cultists seething in their envy and the guild leaders and nobles just waiting for someone, anyone else to speak up first. Read back-to-back with Night Watch, it's...not prescient, but a perfect understanding of the history that rhymes with ours.

Pratchett in absolute peak form with "Monstrous Regiment." Three-Bits on the Installment Plan. Blouse being one of the greatest non-camel mathematical minds on the Disk. The knee to the Royal Prerogative. Jackrum's appeal to Froc. Just a whole book full of perfect bits.
