Can speak for both NCFC and Kickers. I've been forced to leave due to weather and allowed back in. Have had this happen multiple times throughout the years. Longest delays have been in the 3 hour range. So feel like it's not a USL rule.

Totally reasonable and well within the average soccer fans budget. You can buy one $18,000 or roughly 90 Richmond Kickers Season tickets. Lower league soccer should take advantage of this insanity. Also FU FIFA and these secondary ticket sellers.
