Two different agents are visibly firing their guns, with at least 10 shots being heard in total. Most of them are fired after a brief delay, when the man is already lying motionless on the ground. The current videos of the shooting only show these two agents with guns drawn.

Yep. Agree.

A big question is: even if they are impeached, which I agree is unlikely, who will enforce decision? Which force will kick their ass?

It's THE problem when a tyrant does not respect court ruling or democracy. We could have the same in Europe in the future, though in a different style.
