The Justices should have pressed him: You claim Americans pay between 30-80% of the tariff. Who has final responsibility for paying the tariff? Who goes to jail if the tariff is evaded and not paid? It's not going to be the foreign exporter.

They let Sauer lie by not asking a clarifying question. He said that some foreigners pay the tariffs by contact, the Justices should have asked, "Who has final responsibility to pay the tariff?"

But also, 7th Sea (1st edition) has this. I pile-drivered a mook from the crow's nest to the deck and rode another like a skateboard off a runaway carriage. The rules encourage being very cinematic. That said, there are still ppl who play like a 1st level d&d fighter.

4th edition D&D had that (DMG 42), just not many people used those rules.
