Act 3 was ambitious regarding world design. You can tell they wanted to have a really strong ludonarrative for the world. They worked hard on many one-off battles to accentuate the hostility therein.
In the end, it just led to many clunky or annoying surprises while you're busy with other errands.

It's obvious that the world design was a huge struggle for them and they had to make some serious concessions.
Backtracking and re-tracking in Hollow Knight was always, by far, the weakest element of the game, and it's so so so much worse in Silksong.
