Yes, projected goals are down overall (~2.8 per game, vs ~3.1 last year) - they started dropping at the end of last season, but Sunderland + Leeds so far looking more competent than last year's promoted teams is definitely a factor too.

From our end, it's a bit of both - market data and modelling historical data. If you use the right market data, it should incorporate a lot of the play style / underlyings you mention (and team news, etc) - lines are shaped by betting groups who model a lot of these contextual factors to find edges

Compared to last year’s market data, City’s 2.76 projected goals for GW6 looks modest

But with current PL market trends, it's still likely to be one of the top single-GW totals before the reset. If Haaland is fit and you’re not using another chip, TC6 might be worth considering!
