360's mostly used by government. It works well for simple fixed price purchases and works even better for panel establishment, category based RFTs. It's used for "Whole of Australian Government" panels.

I don't know the details but I don't envy the decision makers.
And I feel for the people who would like to increase their levels of service delivery but are told there's no cash for resources (teachers, nurses, scientists, integrity officers, ...).
