That is my guess. We could not find any tattoo friendly onsens in Tokyo when we went this year. I have heard that there are a few in Osaka, but I don't think any English reporting will be accurate.

Absolutely not true. We were turned away from multiple onsens in Tokyo, even ones that were reported to be tattoo friendly.
