I am a professor emeritus of the University of Wisconsin-Madison, where my area was Hebrew Bible, with publications in the Prophets, the Septuagint and Peshitta of Isaiah, and textual criticism of the Hebrew Bible.
You need to recheck your facts. Yes, he was born in Bethlehem (Judea) but raised in Galilee, which is also the setting specified for most of his ministry. Jerusalem figures in only marginally, mainly at the end. By far the majority of his life was spent in Galilee.

He didn’t live Judea but Galilee.
