The money comes from the profit they made doing business in Europe and comes from the European customers while breaking the rules.
And no ... Not only is companies get fined if they break the rules.

The solution is simple; play by the rules and you don't get fined

Fair enough, we should not be looking at the figures for a single month though for Germany this 3 month cycle is largely gone as the cars are made locally (gigafactory Berlin) so there is no shipment cycle.
Here the stats for january-september 2025

Short answer no, EV's outsell diesels

Germany car sales 2025 by Fuel Type (share by mid-year.)

Hybrids (HEVs/PHEVs): Around 57%

Petrol (Gasoline): Dropped to around 28-29%

Battery Electric (BEVs): Reached ~22%

When I was in the market for an ev 5 years ago I tried a model 3 and an ID.3.... I bought the ID.3 as it drives better IMO and is more practical (for my family)

I like that the Netherlands, not famous for their sunshine, manages 18%
Also well done Spain, they wend from under 20% renewables in 2020 to over 70% in 2025

It means that, just like those Chinese busses, the manufacturer HAS THE POSSIBILITY to remotely deactivate the vehicle.
The Chinese busses have the same functionality for exactly the same reason; digital remote services

It's not so much a backdoor and not just Chinese vehicles have it, about every modern electric bus has it, for example Mercedes

that said, in many countries the grid is cleaning up fast. for example currently 10:40am the Spanish grid is for 80% generated by zero emission sources/66% renewable.
and the lowest it got yesterday at 21:10 (9:10pm) was 67% zero emissions/49% renewable.
and 0% coal since August

Even on the dirtiest grid in Europe, Poland an ev still sigificantly cleaner than ICE cars.
Also ICE cars directly release their pollution in the place where people live and breath (with dense cities) whereas the power for ev's is generated outside cities
