I can see the argument against this being that without Canadian gambling companies able to get better access to marketing to Canadians then foreign online gambling companies will just dominate the market with their huge marketing budgets.

Most countries have child welfare programs for that. Online censorship laws just make it difficult for legit users to get the content they want and the youth will always find a way around any laws that are created. These censorship laws end up being used for other political issues.
