The silver lining here (I suppose) is that any requisition of a new Navy ship takes many years. So, Trump will be long gone before anything substantive happens with this nonsense. That is not to say that vast sums will not be spent in the meantime.

The operative words here are "at this time". Kaine is waiting until the chances of success (i.e. after the mid-term elections) are better suited to success. Any impeachment now would be pure theater.

The linchpins of the ACA were requiring coverage for pre-existing conditions and requiring that a young healthy cohort become insureds. That increased the covered lives and spread the risk and costs among a larger more balanced group of covered people. (Former hospital board chair here.)
