Just annoyed at the weird messaging at this point with the world government. Oda feels a little too attached to some of the characters to hold them accountable. Maybe the fire he had when writing arcs as water 7 or impel down isnt there anymore.

Spent years building up all the weapons tech that vegapunk has given the world government. Just outright human experimenting & cloning to then have the straw hats just refer to him as a pretty cool guy lol

At this point 3 of the 6 admirals of the story have saved the straw hats. Theres no real differing of opinion in these marine scenes to show the different sides
