A war crime must be CONDEMNED, not intimated. Evidence is Occam's Razor: this isn't American territory or citizens; no war has been declared by Congress on a sovereign nation; no proof of this (non-capital) crime has (or will be) offered.

Did Kelly condemn the various boat bombings? Or just Pete's cleaning up of the human debris, which makes it look like the act of an individual? A scapegoat whose participation was much bigger than that?

The Joint Chiefs should have instructed their minions that Trump's bombing orders were ILLEGAL.

Yeah, I too remember North Viet Nam and the Viet Cong. We were instructed by our government and our media gatekeepers every day that we had to weep for these POWs who had "burned women, houses and villages". The dichotomy between that and the "patriotism" we were raised on made us nuts, didn't it?
