You can provide to it credit, or even directly subsidize them temporarily.

The issue is, there is no money in Russian budget to do either of this.

Sure, you can give out loans, but at 30% interest the chances of default on the loan is huge and that can mean trouble for the banking system.

I would assume you want to keep a business operating instead of liquidating. This is good if you expect that the economy will recover at some point and the business will again pay taxes plus repay debt.
