This was a monthly occurrence when I was at Zweibrucken Air Base, in Germany, in the 80's. It was always WW2 ordinance that was being dug up during construction.

That is a great question. Hopefully more people see your post so they can take your advice. It is important to find out what we aren't investigating because of this theatrical performance.
