Discussion certainly can/does move scores, but rarely from 45% to 5%. Since percentiles are partially based on historical data anyway, yes - SROs have a good sense of how impact scores will translate to percentiles.

I don't think anyone in recent history has gotten a 45% percentile score back and thought it would be funded. Maybe time to acknowledge reality and limit discussion/reviewer time to the proposals with legitimate potential for funding. To avoid benchmarking, perhaps triage below approx. funding x 2?
