I think the idea was FPS drones were used for their speed, thus racing, acrobatics and the likes. In those cases having a lower-res low-delay camera made sense (you didn't need to spot a soldier hiding in a bush, you just had to know where you were and where you needed to go, approximately).

That applies to the West Bank (effectively under occupation), not to Gaza (not occupied since 2004 or so, with its own local government, laws and armed forces).

Almost every Hamas video we have seen, they were dressed as civilians. We know they do have uniforms when they stage a parade, they deliberately chose to endanger civilians. That is also a war crime.
