Their wording "...ensure you keep the Bonus content after the upcoming release of V1.6.9.2" is referring to the ending of the preview period of released content (including NASCAR and Nordschleife Touristenfahrten for the 2025 pack), that's all.

You've misunderstood, they applied the free NASCAR content to the 3-in-1 expansion. If you owned the separate 3 Racin' USA DLCs, you wouldn't get NASCAR, so they gave the expansion key away for free. You wouldn't lose the DLC by not applying for the free key, you just wouldn't have access to NASCAR.
