I think there's a bit more nuance to this. For starters, not all Digimon are fully sentient (e.g. baby Digimon). There also has been the implication that all Pokemon are sentient, but even if we disregard this for the animalistic ones, there are also a plethora of human intelligence mons (Psychics)
