Funding for physical collections including books at my local library has been cut from the city budget. I think it is a strategic cut to garner support for some type of local tax measures

Heinlein and Asimov both had some short stories with these. Heinlein especially had some stuff set in period in his future timeline that was called "The Crazy Years"
