On the specific point around Andrew Walefield and the anti vax movement. They have publicly, repeatedly and at length apologised for both running and not realising sooner. The current med correspondent in fact led the charge debunking Wakefield.

Things a constitution is: a system governing the rules for governance of society. This can be coded into a single document or embedded into a series of laws, conventions, legal rulings etc. we have the latter and yes, it is very messy.
Things it is not: a list of rights.

Not really the point though is it. If you don’t have those problems, encouraging people to not be sedentary and gain the benefits is a good thing.
Just because this advice doesn’t work for some groups for make it discriminatory.
