That's my understanding yes. Milena and other advocates were instrumental last time around. Any kind of response is hard work, and staff will say pedestrians can use dangerous unmarked legal crosswalks as an alternative

You're right, accessibility requires a sidewalk alternative but the rules and requirements were not developed in that direction. It is still incredibly difficult to get any action or response to this kind of disaster zone, I refer problems often and get nothing.

I think that effort was geared towards accessibility and I'm not aware of anything that requires developers to always maintain pedestrian access. Wins are hard won, this one took a lot of campaigning and communication, Lindell also took some actions
