Looked it up. Technically there is no rule in "THE INTERNATIONAL SKI COMPETITION RULES (ICR) BOOK II
CROSS-COUNTRY" prohibiting dogs, but line 204.1.6 requires competitors to sign and submit an Athletes Declaration.

Looked up a SSF tier list out of curiosity, and apparently all of the Sonic/OC characters except Tails are low tiers. The S tiers are Fox, Mewtwo, Sheik, Captain Falcon, and Naruto.

The main thing I remember about SSF1 is that Sonic/OC characters were the best since their jumps dealt damage, meaning they effectively had larger movepools than anyone else.
