Words matter: Illiteracy and marginal literacy explain why we can’t have nice things like democracy. Our literacy rate is low and our illiteracy rate is high. Approximately 50% of U.S. adults score at Level 3 or above on literacy assessments, significantly lower than 72% in Japan and 63% in Finland.
