As more than 90 years are past since his death, you could use the church archives to dig for family relations. (Depending on the confession, and location of his birth/marriage)

I did that a few years back for my family, takes a while to get an appointment - but aside from that it's not that hard :)

I am not sure if children in a truly merit-based society should inherit anything (from their parents) at all regardless of the opinions of a (neutral) third party.

Although I am sure that one can make a good case for inheriting items of emotional/personal significance...
