On the one hand, China is not smoothly top down and technocratic -- vertical and horizontal fragmentation abounds. But on the other, this is interesting. Add to the (quite large) file marked: FT being more open to straightforwardly discussing leftwing economic arguments than most would expect

One of the many ways climate change is a wicked problem is that in response to crisis, many governments are happy to turn inward. The idea that anyone should be reducing an aid ('aid') budget now is ridiculous. The idea that development needs should compete with each other, more so.
