(Our fire codes also tend to have the two points of egress requirement, which lead to double loaded corridors being required and apartments with windows on only one wall.)

Sprinklers are also very expensive. They tend to be in US building codes because we have stick built multi-family, which is very uncommon in the rest of the world. 5 over 1's burn *very* quickly if they catch fire while under construction.

It’s a constraint in the sense that it’s easy to demonize and advocate cutting. “$50 million dollars for condoms in Gaza” is going to be in the back of practitioners’ minds long after this administration.

The electoral constraints on US FP seems to be 1. whether voters have to think about FP (wars the US is fighting in, a few passion causes, trade, and and energy prices) and 2. an aversion to direct foreign aid.

Things that are out of mind (eg Task Force Sinai) don’t seem to constraints.

Yeah they’re probably not getting those unless the developer springs for them or they come up in the CIP. Slightly different multi-jurisdiction situation, but TIF, from what I’ve been told, is why Reimagine Washtenaw went nowhere. The city, schools, county, etc all want their bite of tax revenue.

So that leaves what? Trader Joe’s, Upland Drive, and Plymouth. Non of which will be “hubs” in any literal sense and again any redevelopment will probably be 5 over 1s.

We will likely see a Briarwood Redevelopment TIF at some point in the future. Arborland and Maple Village will likely be frozen in nonconformity by Hub zoning. And aside from some generic 5 over 1 ones, we probably won’t see much new there. Parking garages will likely be handled by a new authority.

Bear in mind the DDA scopes up a lot of tax revenue with the TIF, which I imagine is why they were told to slow their roll.

Zoning is also independent from the DDA boundary. I personally would set the southern boarder of downtown at Hoover without extending the DDA that far south.

Mostly, yes. Where I live, we have a state wide code, and my city HATES it because they can't ban gas hookups. They try to get around it by under zoning and then offering bonuses for all electric + solar, which is not great given the extra costs, but mandating in all builds would be so much worse.

A Jackson Rd -> I94 -> Eisenhower -> Packard -> Abandoned main line to Depot Town Route would be cool tho.

But the big question is where is your tram running to and from? Packard's only about 60' wide by the time it gets to Stadium. So you're in full urban renewal territory if it's going downtown.

A 4' median wouldn't be wide enough for a center running platform. You'd need a more Eisenhower like 150' right of way to fit all this.
