While I take your point about spending =/= winning, I think the comparison between Liverpool and the Dodgers is a bit off.

Liverpool for the past five seasons average 4.6/20 in salary spend, whereas the Dodgers average about 3.2/30, which is closer to Arsenal (3.4/20) or Chelsea (2.8/20).
