yeah, if you only had power to some stuff then you're prob right in that you lost a neutral, which would leave you, usually, with only single-phase power... and that would leave you only able to use appliances that run on single-phase.

I cannot possibly speak to any outdoor variables that might exist, which could get in between the ground and live components, and provide a convenient path to gnd for anything still energized... ala squirrels n shit.

should have already arc-faulted everything to the earth, and would therefore be de-energized.

you should be safe to A) put up some kind of broad safety perimeter around the area where the live service fell, and B) get some rest....

as far as outside, where the downed service lines are, any dead fault to ground would have tripped something further upstream, but that's only if it had sufficient voltage to jump from the live components to the ground itself.
