I am sure there are some peers who are playing parliamentary games but many of the amendments are being accepted by the proponents

We’re seeing amendments up in the several hundreds more and more on a wide range of bills. The Levelling-up legislation had more amendments, for example.

The problem was not settling the issues behind these amendments before introducing a bill.
