I can imagine using horse drawn carriages or carts in large cities. I don't think people would like the piles of horse manure in the streets. Or would the horses need to wear diapers? No good.

The behavior of the "officers" is appalling. She was no threat and didn't deserve this treatment. They can't possibly be trained in law enforcement techniques. I'll bet there was no bench warrant or justification to stop her, either.
