The senators are even worse. They have always been able to shut down the floor and force debate on literally ANY issue and they just refuse to do it.
So climate change, universal health care, whatever. If Congress isn't working on it, every member is responsible.

Literally every single person's member is fucking them over right now. It's not even a debatable point. They all have the power to set congress's agenda with impeachment and they are refusing to do it.
