Honestly, given that the dating scene is so bad that half of people are willing to harm you, no matter your gender or sexual preference, I actually expected the malcontented and psychopathic people out there to be higher.

Sadly, not gonna happen. Seven wasn't actually a member of Starfleet. If they kept Kim as an ensign, why would they promote someone not a member of starfleet?
