Yes, I found it profoundly moving - it brought to mind Rob Reiner's endless attempts to save his son only to end up crushed by his efforts.

Yes, FEMA has agreed to provide funding but Florida is expected to front the costs, estimated at $450 million annually to operate, and then submit reimbursement requests to FEMA, but a 7/3 court filing by the U.S. Department of Justice stated that Florida had not yet requested federal funds

I haven't read the The Dutch House, but I did read Tom Lake, which I enjoyed, although not as much. Hang in there, it might get better for you. Another book I truly enjoyed was All the Light You Cannot See.
