For the third year in a row, Jay-Z’s Made In America music festival will not be returning to the Benjamin Franklin Parkway on Labor Day weekend.

That deadline for a permit has passed, and the city didn’t receive an application, Joe Grace, a spokesperson for Mayor Cherelle L. Parker, said Tuesday.

Organizers of the event, which drew tens of thousands to the Benjamin Franklin Parkway, needed to submit permit applications 90 days in advance. Jay-Z's Roc Nation did not apply, the city said.
