This was during a tour of kicker rock in the Galápagos, near Isla Cristobal. The guide was about to throw a line in the water and I'm guessing this "guy" knew. It was cool as heck!
My favorite are the males during mating season when they inflate the red pouch on their necks. Crazy how big they are!

Seems it was the agency taking advantage of vague wording. And, in 1943, as we know, the Democratic Party was conservatives and they controlled the House/Senate. Can't imagine why they would've been so vague with "reasonable distance". Interesting read either way:
