didn't he use this exact same tactic last time around during the long government shutdown? he called Sen. Schumer and Speaker Pelosi into the oval office and threw a temper tantrum at them, and it was clear that was the intent from the start.

3) Don't do a lame "Rubio's water bottle" response speech; nobody listens to those and they feel formulaic. Instead, try to sit back and summarize all the chaos that's unfolded in the past few weeks, do whatever you can to put it in perspective and explain WHY it's so catastrophic.

2) Go to your districts and host town halls while it's happening. Highlight how unpopular this all is. Make sure you're seen listening to people, and make sure that gets reported. It seems generally true that people are wondering where the Democratic opposition is, and this might help change that.

1) Don't attend, or coordinate a mass exodus as he begins speaking. Don't make easy "crowd size" jokes, but let him stew when half the chamber is empty - nothing angers him more. Encourage Americans to ignore his speech, make it absolutely clear that nothing he says can be trusted (which is true).

my (probably utopian and definitely neoliberal) suggestion would be that cities should mandate that public parking facilities be required to also provide free public restroom facilities. it would put a strain on the cheap garbage surface lots and also provide a public necessity. Two birds, one stone
