Hearing all these politicians talk I can only assume they simply don't understand the concept of risk pools and just how insurance actually works. Either that or they're just willfully ignorant. Oh, wait ... I think I figured it out.

I simply do not understand what value this airhead brings to any organization. He so inarticulate I can only assume he's either permanently damaged his brain with ketamine, or just goes through every day high as fuck.

Yup. The farmers, if they actually get any kind of payment, are just a pass-through. Trump's bailout won't keep them from bankruptcy, but it makes sure banks and equipment suppliers don't feel a pinch.
