It's the smirks that I always notice in ICE videos. The smugness, the amusement. They're so happy to be doing this, bringing harm and death are the funniest thing in the world to them, and having it thrown in their faces doesn't cause them to reconsider, it just brings them joy. That's true evil.

He found a loophole. Starting wars requires congressional approval. So he just illegally DOES THINGS, ignoring all laws.
