Folks often like to imagine that cities are unfixable but for some secret urbanism/housing innovation. But look under the hood of pretty much any worthwhile initiative, and odds are that it amounts to making zoning more permissive and we don't need to reinvent the wheel at all.

Planners sometimes valorize complexity for its own sake. "That there are a lot of provisions demonstrates that we put a lot of thought and effort into this."

It's just vanity. Quit grasping at the margins of what planning or zoning can reasonably do, and fix the damn basics.
