In my part of London lots of the lamp posts have chargers. I haven’t found it a huge issue - there’s usually a decent charger near somewhere I will be taking the car and leaving it for a while (eg near the supermarket or the gym) and there are apps to help you find them

this is probably hopelessly idealist but I think that if you introduce a tax you have to be prepared to make sure people pay the right amount. Otherwise even fairly good willed people start feeling like mugs for paying the right amount while others are blatantly not doing so
